on July 17 and transmitted the engrossed and enrolled copies to the                                                             
Lieutenant Governor's Office for permanent filing:                                                                              
                                                                                                                                
         CS FOR SENATE BILL NO. 76(HES) "An Act                                                                                 
         establishing a higher education savings program for                                                                    
         eligible children who were placed in out-of-home                                                                       
         care by the state; and providing for confidentiality of                                                                
         identifying information of a beneficiary under the
